It's not the more you pay the more special features you get.
And I can give whatever I want to people who donate as a thank you.

Yeah, the VIP system is completely messed up. I advise balanced it out a little as it's a bit ridiculous some friend can rejoin faster than other guys.

If someone does that, there is nothing stopping him from punishing people fairly. Pretty sure the cut in half punishments was reffering to game specifics, like "don't spam blocks in so&so manner," not being a jerk to others.
Although I could be wrong. If so, then yeah, that should be changed. But there's nothing wrong with giving players a "thanks" for donating.
Also ID discrimination specifically isn't good, but there's nothing wrong with asking for experienced players. Whether or not you're a good administrator, being inexperienced could be a really bad thing
