0 Latency and High Lag?!

This has probably been established but ping is determined by Internet, so you could hve really low ping but then what determines performance is PC specs? Specifically ram, and CPU (sometimes OS if its maybe like windows 2000...but it should still run well).

He needs a better graphics card. Getting more RAM would help too

If he is just running a dedicated server he doesnt need a better graphics card something the only thing that would actually have to get rendered or whatever is text in the terminal which the CPU can do fine. RAM does help but idk how much he currently has.

Latency is connection strength.

your post is completely redundant
Latency is the amount of time it takes to receive an answer from the server in miliseconds
Lag is the graphical slowdown of a client and is nowhere related to latency
