Why would an add_on require Eval?

Seems suspicious, just be careful.

That's a bad add-on if it requires eval, you can do everything that eval can in the console I believe.

When []---[] made the gamemode before the release he would be afk coding or moddeling or something, So he used eval so that the superadmins could start the game, Its completly safe

Because the gamemode system sucks, you can't just enable your administrative add-ons together with the gamemode, no way, you have to include every single one in the gamemode.txt

So he was probably just too lazy to remove it before releasing
