How would roleplay work in a hunger games server?

How the heck would roleplay work in a hunger games server because it seems nobody likes hunger games roleplays and its "uninteresting". They just want to kill.

Because hunger games is about killing people, and if you enable damage there will always be people shooting each other.

basically this.

i don't think you can achieve roleplay with hunger games unless you have a group of serious roleplayers to RP with.
