No, both of you are right. Characters are compared to each other in terms of tournament rankings and who usually wins against who. This is called a matchup. Matchups and the actual quality of attacks are the main influences. I think an opinion based on facts and patterns is much more credible than just anyone's opinion, so I find that tiers are reasonable. I don't agree 100% with them and I'm not obsessed, but I generally go by them.

While they are credible to some extent, you shouldn't avoid playing characters that are in the F tier just because a list says so. You should experiment with all the characters that you can and see which one you can fight with the best. Different play styles call for different characters.
