There are further discrepancies with the OP's policy. It is clear to me that there is no way to have a stable and consistent rp here. I just can't rely on the rules when they keep being bent out of proportion.
"Withdrawing" often meas to formally announce a loss of interest and to formally take action by removing oneself and one's interests from the area of lost interest. If you submit a job application, to cancel it before you even get an interview would be withdrawing.
"Resigning" is the word I think you are thinking about here. It means to give up interests of which one already owns and has the ability to control. Resigning also means to formally withdraw, but giving up both assets and liabilities of any possession that is being left behind. Externalites and influences to other parties also disappear, or diminish in special cases. To quit a job after you have officially been working as an employee from any time up to when you make the decision to quit would be resigning.
