Also, the AC sends ships the long way around Africa and takes the Azores. That's like taking a couple of dots Blazer, and other than potentially some of the Middle East, I guess they'll be some of the last dots I take. It'll also be the closest I plan to come to the blasted Americas.

The raise does not affect nations allied with the AC, and Tbilisi Pact nations are naturally exempt from any fee of passage. Capitalism meets politics :).
Note that there is only a 2.5% increase, it should still be worthwhile to continue non-Mediterranean trade for any nation. The AC nonetheless favors the immediate removal of the naval blockade at Gibraltar.
