Because Steam offers many other benefits to make up for it - plus on PC you have the option to do either Steam or a physical copy so it's at least a choice.

because Steam has sales, where 4 people can get the same game paying full price

Most physical copies of a game just install the steam version of the game anyway which makes them obsolete at this point.

Do you really think the CEO is 100% responsible for every decision? Loads of the people who will have helped make the online things n such will still be there (aka the investors) and they need to see online passes are bad and deserve to have them shut down like this as punishment.
