Mini Empires Rulesets?

I need some rulesets for my Mini Nations, I request for some rules that are not very tough on people but still restrict them from being cheap and making a fleet of aircraft with thermonuclear bombs inside each plane. Thank you! I am not very specific, it should be easy to make or find a ruleset.
