What the forget happened to my GMod?

basically I tried to load a Silent Hill map and it froze my Garry's mod. clicked restart computer (ALT+F4 didn't work, neither did the start menu button) and then clicked cancel when it turned the game off, Now I have all of my addons I had since when I first got GMod (Including the ones I deleted) and when I click my subscribed addons nothing shows up.

Can anyone help me solve this or at least tell me what happened?

EXTRA- also it says "Steam cloud blablabla" every time I start GMod up so I am guessing that has to do with it.

Sounds like either A) Gmod's workshop was having problems and stopped working, thus no longer keeping track of what addons you have and don't have installed, thus having everything in the addons folder enabled or B) Your internet hiccuped thus putting Gmod offline thus no longer keeping track of your addons and doing what i explained previously
