I don't see how child labor is a win.
Factories aren't as terrible as they used to be.
In the U.S., sure, but have you looked into third-world countries?
How the hell are these nations suppose to move on if you keep holding them back?
Its not their economy that is the problem, its their terrible government.
The factories run by the US in foreign countries are probably better than the factories run be the US during our industrial revolution. The foreign countries get the benefits of our regulations and increased safety knowledge.

I thought we had just established that they use 3rd world countries to AVOID regulations.
No, 3rd world countries exist because the people that live in them don't have the means of modernizing or they just don't care about modernizing and would rather fight amongst themselves. They have no economy to speak of and rely mostly on farming. 2nd world countries like china are industrialized and their economies are built on factories.
If the people want change they can vote for a better leader or start a revolution.
