The first time I read this I thought you were being reasonable, then I started to read it again. Are you saying the gang mentality and all the other stuffty things are the reason for higher unemployment? Because if you are, holy stuff you're worse than I ever thought.

I think he's saying the opposite. I think he's saying that lower employment is the reason for gang mentality, not gang mentality being the reason for lower employment.

That's what I thought at first too, but for some reason I wasn't sure. Because growing lower employment tends to increase stuffty stuff since everyone is poor, I don't think it ever goes the other way. Where stuffty stuff starts going  out of control in a not poor area.
