thats how it works now though with brick buildings. it wouldn't work any different.

It's not functionality I'm getting at, it's that any covering interiors would change the appearance of s+s.
Imagine beta city completely covered by baseplates, where no 'light' reaches the beta city bricks, as compared to beta city uncovered. In the uncovered scenario, outlines of buildings and beams of light would be seen streaming through the windows, whereas in the covered version, everything is in shadow, and the loveiness of S+S don't exist.
