Riots can be easily controlled if done properly, the law enforcement did not do it properly. They should've used tear gas and blasted water at the crowd to control them.

The crowd, being rendered unable to fight with the gas and water begin to disperse, guns now littering the ground.

NOOSE teams rush in, raising batons and pushing citizens out of the crowd, taking the weapons, while wearing special masks of course.

Decepticon you're gonna enrage them some more and also why would you need special masks and maps right now to pick up weapons that were DISCARDED?

plus they're just gently shoving people away from eachother, they're not beating them or anything.

After most of the weapons are picked up, they are put in the back of a tactical van and it drives off.

Glass still litters the runway and broken tvs still sit on the sidewalk, but everything is much more docile now. Seeing as it is 5:00PM right now, the business is letting out after basically being held hostage, unable to get out due to the protests, and nice Mercedes Benz cars fill up the roadways.
