It doesn't work on BL, sadly. Maybe you can make a script for that or have a friend that knows how to script (if you don't know how) for you. |

I believe it's meant to be that way so that people can't flood the chat with caps+lock. Even if it is a bug, it's been around for a while and probably won't be fixed anytime soon. |

You can use caps by holding shift. |

Be happy that you can't just press caps lock to annoy other people with full caps text. |
