| Launcher downloads all default files every time |

Can you elaborate? As far as I know, the launcher is supposed to download all default files and replace the ones which it can write to. |

It's not supposed to download all default files every single time I start the game. It's only supposed to do that when there's an update, or a default file is missing/changed. |

Your msvcr71.dll file appears to be read-only. Is that the case for other files? Also, do you have permissions to write to the S: drive? |
