Local chat?

Is there any sort of mod to make chatting only to people around you, with possibly a command to have global chat?

This would help alot with my MedievalRPG.

But, I wouldn't recommend using it in a Blockland RPG. Considering that servers are generally pretty small (player slot-wise), it'll more likely just make people feel lonely. If there's a global chat feature available to everyone alongside it, people will probably end up using that instead at least 95% of the time.

You're right, there IS a local chat mod; but it lacks a Global function without a super-admin toggling it manually
