Try disabling your anti-virus and the windows firewall then try again. If it works then add an exception/rule to both

It worked with Norton disabled, so it turns out Norton was to blame. Apparantly I had to add a network traffic rule specifically for each port Blockland needed. Ugh. Thanks guys.
