Best Buy just isnt sending keys anymore. They definitely fixed it.

I contacted best buy an hour afterward just to see how they would react.
My message;
I got an email an hour later telling me that everyone who tried to purchase it for 1cent who didn't get a key was getting a refund.
All is well lol. Worth the try. I ordered like 10.
