You're going to need to install the DTS exporter manually though.
I have Blender with the exporter, but it's an older version of the exporter.

Ok i got the dts converter, but when i put the folder in plugins and start blender, i go to export and there is no .dts. halp

That "i" icon is the icon used for showing what window you are viewing, the reason why clicking User Preferences does nothing is because you are already on that window

The header is on the top of the screen. Move your mouse cursor to the line between the menu and the 3d view screen. Click on the line then pull it down literally.

EDIT: Ok now i cant find the folder thats named "Python:" Screenshot is attached of what it looks like for me.

Woo. I got it!

EDIT: When i try exporting something. it says "Python Script Error: Check Console" Where do i "check console"

I think that error is related to not having python. Try getting the 2.6.x version for OSX and see if the problem still persists
