No you don't... You can just steal a Titan by yourself, you don't need to have a heist planning room. If you guys want a Titan, go to the Airport (not the Military base), and in the far hanger, it spawns there, or go the hard way, and fight your way through the Military to get a Titan are Fort Zancudo.
There's one mission from Lester where you can steal the Titan and take it to McKenzie Airfield.

Well, took me a couple days since I don't have much time on my hands any more but here:
Making quick easy GTA$
There lots of ways of making money in GTA V Online.. but these are some of the best ways that my friends and I have come up with..
Mission repeating
This money making guide is simple, you just find a mission that pays good to your liking, and keep playing it and the money is rolling in, I really recommend doing Violent Duct, as it pays 9,000 GTA$ each time and a friend and I estimated that it takes us 2 minutes to complete, you can get Violent Duct by phoning Gerald up, you unlock the mission Violent Duct at level 15
This entire mission repeat guide is crossed out because you can no longer repeat missions, also, Violent Duct only pays 3,000 GTA$ now.
The car clone
Required things you will need:
* Sultan (make sure you modify it as much as you can, like I said in the below paragraph)
* Garage
To do this, you and another person must find a Sultan, modify it as much as you can, this is one of the cons, but hey - you got to spend money to make money (I highly recommend unlocking every car unlock for the Sultan, because when you clone and repeatedly sell it, it sells for more money..)
Okay, now once you have the car, have one of your friends have it as their current personal vehicle, then join/make a mission (call Gerald and use his mission because his are short..). Then after you are taking the drugs/or whatever to Gerald, have the friend that doesn't have the Sultan as their Personal vehicle, take it, then stay away from Gerald's apartment area, so that when that player gets put back into freemode, they have the Sultan, they can sell the Sultan right away, or keep it in their garage for when they need money. Generally if you modify the Sultan as much as your can, it will sell for around 80,000 GTA$, yeah, for just that, you're getting that money, but the down side is that you can only sell vehicle every 48 minutes (real time).
I hope you found the Car cloning glitch helpful because you can make 700,000 just from selling 9 fully modified Sultans.
I will try to find more money methods as I am playing with friends.

That car cloning glitch is not the best method. I'll tell the one I used last night to get $400,000 in 15 minutes. First fully modify a car and then store it in your garage. Exit multiplayer then rejoin multiplayer in a solo session. Bring the car to the mod shop and and sell it. As soon as you see money added pause the game and open the online store tab in the pause menu. Exit out of that menu as soon as it loads and you will see that you are outside and still have your car. Not only do you still have your car, but if you drive it back into the mod shop you will see that you can sell it again. This process can be repeated as many times as you want. You could make a ton of money if you modify your car a ton. Around $20,000 a minute if you're good at it. Remember you must do this process quickly or it will not work and you'll have to wait another 48 minutes to try it again.
