Maybe he just doesn't have a weapon equipped in the car.
also, you have to hold it down to bust the window

he made sure he did and that he had ammo
Made sure his settings were default and used a car that he's shot from before
Tried entering races, death matches
Restarting, switch character
Nothing seems to be working

as I edited above, make sure he's holding lb to break the window. Probably not the situation though. Just a thought
