Well story wise it had a likable main character compared to that of GTA 5 where everyone you play is an starfish in their own way.
Which honestly can be looked at as an interesting experience too. San Andreas has a lot of things that Five did not though and it's really hard to say which one was better.
I can say this though. I got a hell of a lot more replay value from SA then I did from Five.

i wish they added more customization options to vehicles. other than that i don't really see what GTA SA has over V

This, gta 5 got boring as hell after I beat the story.

Wasted a few hundred grand or so taking random cars and tuning them up with my friend and not insuring them or anything.
