If you grade a server by the level of players it gets, you will have some seriously skewed results.
I've come to enjoy hosting servers with a 4 or 7 player cap. You get to know the group that comes, its simple to administrate, and it fills up relotively quickly because of the urge people get when they see there are only 2 player slots left. you wont get popular, but its more fun than shooting for the top of an ever-changing player list. IMO

Plus, if you're top server for more than 20 minutes, a drama is posted, and the haters feed.

almost every time i host a typical family RP, it gets about 6 players within the first 4 minutes, so the "when your on the bottom, you stay on the bottom" isn't true.
