You need to go here and upload an image by clicking the Browse button on that page, then once you've chosen an image, click the Change profile button at the bottom of the page

The image can be a JPG, PNG, or GIF (but if you want the GIF to keep it's animation, you need to manually resize it to 75 pixels in width and height, the same thing need to be done if you want to keep an image's transparency)
