Tips on improving aim?

It's the scope mod, adds a crosshair to your zoom key. It helps significantly with more physics-base shots, like tanks. I used this for learning to aim well (seen me on heed's server blowing planes and helis outta the sky?). Also, if you want to do really good in a server, use the most popular weapon. I've run into many examples where raids would come in with shotguns in hand and fire on everyone. You should then pick up a shotty and blast their asses away.
Speaking of shotguns, there are special instances when you should and should not use certain guns. Snipers are for long-range shots, not close combat, nor finale ditch-effort attempts at killing someone. Shotties are for semi-close ranges. Automatic pistols or spammy pistols should be used in close combat, not sniping. Guns like magnums (single shot, medium intervals, good damage) should be used from tight situations to semi-long shots (and are really good for shooting crouchers.
Also, when sniping, depending on the weapon/weapon pack, do not crouch. Most snipers/packs don't change the accuracy of the sniper when crouching, so don't if you don't have to. Crouching increases the damage done by a bullet. And although it seems to be a common way of fighting, don't do the jump, crouch, duck technique. It looks so stupid and doesn't work at all (crouch increases damage).
The last bit of advice is practice. That's really all it takes. Just gotta practice a lot.

actually jump-crouching does have some use although crouching has been nerfed significantly
if you have a gun that has a headshot multiplier then it's useful for quick headshots in a firefight.
i always jump crouch with t+t2 magnum variants
you just have to think ahead on the go and predict when it's appropriate to crouch
