the other parts of the computer are important for gaming as well. no one should use a loving 15 dollar mouse when you wanna play hardcore games. thats embarrassing.

if you are gonna play competitively (like the shooter hes buying) then yes, you do need a decent mouse. the extra keybinds and higher dps makes for real men.
