No, he may not. Even though Java is easily reversible, we can't confirm that every single person will get the same JAR.
I don't understand why Hammereditor is using a client-sided program when web access would remove compatibility issues and make updating his sole responsibility.

his program DOWNLOADS ANOTHER PROGRAM when it updates, so he might as well be installing hacks
I mean, he could just make a blockland add-on for managing servers

I post a link to a webpage which contains a .zip file which contains an executable file.
That's far better than just directly linking to a .exe.
