sorry I keep asking questions, but how can I enable addons, I used filezilla and put them in the addons directory and nothing is showing up

That picture has NOTHING to do with add-on management for free users.
All free users can manage add-ons like this:
•Upload the add-ons you want with a FTP client.
•Download the /config/server/ADD_ON_LIST.cs file (in FTP).
•Modify the file, so it includes your new add-ons.
•Upload the new ADD_ON_LIST.cs file back to the /config/server/ folder. Overwrite the old file if it asks you to.
•Restart the Blockland server with the control panel.

The add-on management system you showed in the photo is only for premium users. It's a convenient way to just quickly edit the add-on list.

No Windows system comes with Java installed by default
No Mac system comes with Java installed by default
99% of Linux distributions do not come with Java installed by default
Android comes with "Java" installed by default, obviously
No iOS system comes with Java installed by default

That's exactly why I include JRE's with my control panel.
