Do you think it's possible to control what Pacnet does on Blockland?

It's not that you need to control him, it's the fact he should have been acting civil in the first place. None of this is your fault what-so-ever, but since you're siblings, you share punishment via IP address due to his idiocy and to prevent it from happening again. It's not hard to understand.
