JVS "You are not permitted to make content bricks"

When anyone on my server tries to make a content brick, it spits out "You are not permitted to create content bricks" center print in red text. I don't see a restriction in my prefs, but here's a weird thing.
I've downloaded and installed this fix from another help topic, and it's worked perfectly until now. I haven't installed anything since my last time hosting, and it worked fine then. It actually stopped working mid hosting yesterday. Any ideas what it is?

I didn't break the jvs content, simply fixed the admin only events and added a simgroup for it so it stops spamming the rootgroup with it's stupid content type sos. Some other add-on is jerking up the prefs here, notice "JVSattttttttt"
Maybe justtry restarting the server if. you say this never happened before.

I've tried restarting, but it's still messing up. The only new addons I've added lately are GravityCats military gear, and a client side addon, eventing plus. I've had both of these enabled in the past with no problems.

oh, and I've added "disable items in vehicles" too, but that has been enabled with the others perfectly.
