Nah, quite a bit more, what really matters is the number of bricks (player numbers go down as brick count goes up).

Also I can get up to 50mb/s download, but only 1mb/s upload. Is that good enough to host like 20-40 people?

Probably, but I'd just go ahead and try it. It also depends on you computer speed as well. Hook it up to Ethernet if you can.
