All we have is the accusation. We don't exactly know.
Cecil (The only admin capable of making him auto admin) says that he didn't do this. Not sure if that's true or not, but I'm just giving him the benefit of the doubt.

I crashed and the bans didn't show his IP.

This isn't a hack. You can easily do this, all you have to do is put this in the console:

for(%i=0;%i<60000;%i++){commandToServer('ban',"something",%i,"-1","Message");}and it will loop though all those 60000 numbers and ban every single blid.

I did. I said this isn't a hack, it is true. It isn't. This is fully client sided.

Bad thing is, I can't remove that code because I am sure people will just look at it and then I am the cause for it because of the code I put down.
