Nobody wants to build anything because there's no people on the server, and they would have to build so far away from spawn that nobody notices it anyways.

I'm back in the UK on Monday/Tuesday so I'll be resetting the build for the official Halloween theme. I expect it'll be more active since that's always a popular one.
