Orbital Satellite weapon

I have put it as Tool_ because the satellite is like a tool. It is the only reason.
For Weapon_, it is like you have the satellite in your hand.

The Artillery Beacon, Airstrike Beacon, Boom Belt, C4 Explosive, Landmine, RC Sapper, Sentry, and Guided Rocket Launcher Add-Ons begin with Weapon_, and they aren't directly weapons. If you want to interpret even more broadly, most grenades aren't even weapons.
