Forum Pic. (for profile) does not work?

Every time I got into Profile and go to the management option, I browse for photos, but when I click Change Profile, its leads back to the "I will upload my own picture" and the Browse button, with the search bar in front. I have kept trying for at least 1 week, but it still doesn't work. What do I do?
(P.S.) BTW, I am not a Computer Nerd or something, so explain simply.

If you are uploading an animated .gif avatar, make sure the dimensions of it are 75 x 75.
If it doesn't show up in any case, try clearing your browser's cache.

I just had the same problem, but I managed to fix it.
First, make sure that the image is 75 x 75 in resolution. It might sound low but that's all that the forums actually displays anyway.
Also you might need to make sure that the picture is a png. I tried that and it worked.

Yes, needs to be 75x75. No, doesn't need to be .png.
