Why cant I download VCE off RTB?

I have been given links to it, but none of them work for some reason

If you have a link can you make sure it works before posting.
(That means testing it ingame)
Also, would anyone been nice enough to include all the other addons that go with VCE.

I did download it once, but when I spawned it randomly gave me this greyish bar at the bottom of my screen. Not sure if that is supposed to be there.

If it doesn't work you're doing it wrong, I've used this since forever and it works fine.
