I don't think a population of 40k spread out everywhere around the globe stuck without internet, irradiated food and water, and mostly broken shelters that are also bathed in radiation would survive for long.

If a conflict like this sparked and ended the infrastructure of the U.S., it would most definitely end the country that fired at us, or at least cripple it.

It's not like when someone gets nuked, the whole damn earth gets nuked too, unless the intentions of the country was to destroy everything.
