Recurved Bow is required. Although if you download the Recurved Bow and don't enabled it, it will pretty much be the same as it not being enabled.

Download Pullback Bow. Put it in Add-Ons. Download Recurved Bow. Put it in Add-Ons.
Start a custom game. Enable Weapon_PullbackBow. Start game.
