It's a pretty general question you are trying to get through, I don't wanna give specific names however a big percentage of admins are not responsible. A lot of people don't understand how important the role of a server administrator is (especially at popular servers).

I made it because i was really appalled by some admins ways and some aren't that wise. Im never going on their server again D:
