Because so many people enter the server, asks idiot things, spawn vehicles and spam the server. It's disrespectful.

Because we don't want people running around and being nuisances and randomly building/spamming chat/server. If you want to join the server just ask anyone from the Cohort team (most likely syl) in game and you most likely will get the pass. A fully open server is kinda risky.
