is the actual game just a paywall for the forums?

I bought this game about a year ago, forgetting about it relatively quickly. i came back to it after I saw it got greenlit (congratulations) and noticed its forum had a decent amount of regular members. I'm not in a position to judge the "quality" of the community, but i found out that the vast majority of posts were in the "off-topic" section of the forum as opposed to the other sub-sections that are relevant to the game. As well as this, the community activity in game was also kind of stagnant. This might just be because of timezones but it seemed that most of the time the amount of people on the forum outnumbered the amount of people actually playing the game
so is it something like somethingawful, where you pay money to be able to post on their forum? because it seems like people are using said forums more than they play the game, like the game is the enticing element that makes people want to join the community but only ever has anyone's attention every once in a while.

Some people actually change when they come back.
Most don't, of course. I'm not sure if you're familiar with this already but people like Glass and Yola have bought thirty accounts at least. ($600)
