Are there ever going to be quality RP's?

The main problem is not that the servers are bad (kind of) but that the players do not know what an RP is.
A jail RP should not be a tdm, a family RP should not be a freebuild, and an arctic Rp should not be a spawnkilling competition. RPs revolve around chat, but I barely see that happening in any RP servers/
