I'm 70% sure it's a British car, my 30% says England.

He said something about it being a "pre-WWII race," but I dunno how useful that information is

Go wild Chevy fanboys, the spare tire holder says "heartbeat." The driver said it's the same model he learned how to drive in when he was a boy.

England is a country within the United Kingdom/Great Britain.
But yeah they are essentially the same. No different than saying a car was made in Pennsylvania and someone else saying it was made in the United States.

it's called a jeepster and as it's name says it's a roadster but built off of the WWII willys jeep

A while back, maybe in the 90s, I'm pretty sure there was a Jeep Jeepster concept car. I'll look for it when I get home.
