They'd be at fault for the accident, but you'd be morally at fault for any and all injuries associated with an accident with a 30mph speed differential. That'd easily kill a small child who might not be secured properly. |

I don't know about other people, but if I was performing a hit and run I wouldn't allow them to see my plates long enough to write it down. Plus, having a car slam into you and all your airbags deploy would stun you for long enough that you'd be unlikely to have the mental clarity to memorize the plate and write it down when you get a chance.
