Best way to figure out if a battery has juice: Short it with jumper cables and look at the massive amount of sparks that fly off.

my city apparently has one now
before, we had a bunch of crown vic, and only the neighboring city had any others (they also have chargers and impalas. and they just have one crown vic now...)
and the sheriff's dept has crown vics and chargers
anyway I think it's pretty neat that my city is finally moving on a bit
