Cars are definitely the only obstacles on the road. I don't know what kind of stuffty roads you have where you live, but where I drive I don't worry about a boulder being placed in the middle of the road. Also, tail lights are a source of light where as the road is illuminated by light that has been filtered through the fog then reflected in an almost infinite number of directions from where the light hit. Tail lights easily have 10x more luminosity than the ambient road, the only reason it doesn't seem like it is because your eyes work on a logarithmic scale so even though something can be 10x brighter it doesn't seem like it, but it still travels 10x as far.

Our freeways are raised off the ground so animals can't get onto them.
