Handcuffs.

How about some handcuffs?
* Click on the player with the item out, and it puts them on the person.
* The player now cannot switch to any of their tools.
* A key would be needed to take them off.
* Maybe an option so that when a handcuffed player cannot get in a vehicle as a driver but as a passenger?

When I saw your name in this thread I knew you would be saying something like that

You never mentioned the handcuffed player to be able to be moved around by the handcuffer. Shouldn't this happen?

I thought about this, but I decided that it would be a hacky way of moving the player without the handcuffed having any control of him/herself.
