Also, 3 million is a TINY starting population...  I would suggest a range between 50 million and 80 million*.  When you think about it, Los Angeles was 3.858 million in 2012.  3 million people would not be able to maintain control of countries with sizes like China, the US or Brazil.

*Unless something REALLY drastic happened, but even after very costly wars, this seems a tad low to me.  100 million seems more appropriate.
