It would be impossible to. Since UFA claims that they still gave bio-fuels to the Kestrogian government, that means the UFA would have problems with their fuel supply.

Well as Miko said, many popular locations have been dry for a long time.  This includes the Middle East and Norway.  The locations he picked were prime mineral sources, not oil.
